Adding Ignored Bins Parameter to the TriggerMonitor Histograms for Tile

Kyle Adam Lleras requested to merge klleras/athena:24.0-dq-alg-tile-trigger-mon-ignore-bins-add into 24.0

Added Ignored Bins Parameter to Tile Trigger Monitoring DQMD Algorithm so that we can mask towers in DQMD that are known to be problematic. If a tower in one module is always spiky the histogram will always show red. Thus we run the risk of not being alerted of other spiky towers in that module because the shifter will think its red because of a known problem.
