TriggerMenuMT: Create L1 menu files for run4, add and use new L1 items

This MR includes the following updates:

1. add L1 menu files for run4, they are copied from run3

• Menu_MC_pp_run4_v1.py
• Menu_MC_pp_run4_v1_inputs.py
• Menu_Physics_pp_run4_v1.py
• Menu_Physics_pp_run4_v1_inputs.py
• Menu_Physics_pp_run4_v1_inputs_legacy.py

run4 and run3 menus are decoupled with the new menu mapping

2. Add L1 items with lower thresholds for run4 trigger menu studies

Bring back:

• jJ140

Add new:

• L1_2eEM10L
• L1_eEM10L_MU8F
• L1_MU5VF_cTAU30M
• L1_3jJ40

3. Change run4 HLT menu accordingly

• L1_MU14FCH -> L1_MU12FCH
• L1_eEM24L -> L1_eEM22M
• L1_2eEM9 -> L1_2eEM10L
• L1_jJ160 -> L1_jJ140
• L1_4jJ40 -> L1_3jJ40
• L1_eEM18L_MU8F -> L1_eEM10L_MU8F
• L1_MU8F_cTAU30M -> L1_MU5VF_cTAU30M
