MuonR4 - Convert xAOD::RpcMeasurement back to Trk::PrepData

In simulation, the Rpc- RDO is directly converted into a xAOD::Measurement. This MR adds an algorithm to convert the xAOD::Measurement back into the legacy Muon::RpcPrepData format
