PhotonVertexSelectionTool update

Firdaus Soberi requested to merge mumohdso/athena:origin/hyyvertex-onnx into main

This changes introduce ONNX implementation into PhotonVertexSelectionTool. Both Run2 (TMVA style) and the new ONNX implementation can be toggled with isTMVA property.

In addition, two ONNX model files are included (in common disk space) for converted and non-converted photons separately.
