efex monitoring and simulation updates

  • Improves emulatedtowers (towerbuilder) handling of special codes ... plus removes some old unneeded code from that class.
  • adds some more monitoring plots to the main set of expert plots to monitor

The treatment of saturated supercells (code 1023) has been moved to a separate MR (!73233 (merged)) because of the significant changes to reference files
