disable legacy L1Calo stuff for DataYear >= 2024

Walter Lampl requested to merge wlampl/athena:fixATR29787 into 24.0

As described in ATR-29787, the ByteStream-Converter and monitoring algorithm for the legacy L1-Calo system is still running in athena, producing WARNINGs on each event. This MR disables these components if the flag DataYear >= 2024.

The legacy L1Calo raw data container was also written to the AOD, so this MR will need a reference file update for the CI to succeed.
