Tune Phase-2 muon eta hough transform

Retuning pass of the HT after running on data.

  • improved pre-estimate of search range using approximate projection onto chamber center
  • revised binning
  • improved / bug-fixed accumulator filler methods

Brings down the eta hough CPU from ~40 to 7 ms per data event, further speed ups will be achieved on the ACTS side. Also improves maximum-finding and hit collection efficiencies as well as parameter resolutions. image image
