adding IOVGlobaltag in L1TopoSimulationConfig

The (standalone) L1TopoSimulationConfig was no longer working since 25.0.10 due to a missing IOVDbSvc.GlobalTag. Changes in this MR are a (naive) attempt based on what was changed in the likely culprit MR (!71367 (merged))
