Update to jFEX DQ Monitoring Histograms

Moving the jFEX TOB eta-phi maps from L1Calo/Developer (which is no longer displayed on the web display) to L1Calo/Expert. Also includes some improvements to these histograms:

  • Axis ranges are adjusted to fit contents exactly
  • Binning in endcap region is adjusted to the proper 0.2 by 0.2 granularity
  • Bins in the FCAL and for jEM in the central region where no TOBs are ever produced are filled with negative numbers, so that a DQ algorithm can be used to check for empty bins
