SUSYTools - fix configuration of jet uncertainty tool for PD smear

@mrimoldi spotted an oversight in my recent MR !73153 (merged) for SUSYTools: the MCType property of the jet uncertainty tools used for smearing pseudo data wasn't updated. This MR fixes this and also turns on PD smearing in the example configs as the currently available JER uncertainty schemes require this.
