Use pixnotot sp for q2

Tomasz Bold requested to merge tbold/athena:use-pixnotot-sp-for-q2 into 24.0

This is the same as !73415 (merged) but for 24.0 release.

It is another iteration on Q2 cut. it turned out that for the signal efficiency it is better not to use ToT cut for pixel clusters. In addition the monitoring is slighly improved. Now the count of 0 - will show up as underflow rather part of usually a wide first bin.
