l1calo monitoring updates for eFEX

This MR adds some DQ Algorithms to the eFEX eta phi maps, which will produce a warning if there are holes (deadspots) in the plots, or error if its entirely empty. Also ensure these plots is always produced, so will always appears even if empty in the webdisplay.

There are some other improvements to the main monitoring script too, with updates to help messaging for how to control the job's behaviour.
