l1calo monitoring updates: Add new jFEX plots to hanConfig, big hanConfig cleanup, and monitoring script improvements

In the big hanConfig cleanup, the PPM folder has been moved to the 'Expert' folder, and only a few plots in the 'Legacy' folder will remain.
