[ATR-29728] Remove run 4 menu in release 24

Removes all payload of the Run 4 menu in release 24.

Makes it clear that any modification to these files must then be directed to main.

This MR (if undrafted and merged) will obviously need sweep:ignore treatment such that its commit is reverted from the merge to main.
