Fix of endcap region in jFEX monitoring TOB maps

In the jFEX monitoring TOB map plots, bins at positions where TOBs are never produced are filled with the value -1 to enable the automatic detection of unexpectedly empty bins. Some positions where included in the list that should not have been. This removes them.
