Removing setPassesHighPtCuts()
Some time ago it was pointed by @jojungge that the fuction setPassesHighPtCuts() in not used in the workflow, since users are recommended to use the MuonSelectionTool in order to receive the most recent working point definitions. With this MR this function is removed.
