MuonR4 - Introduce MdtTwinDriftCircle EDM

The two chambers BOL4A13 & BOL4C13 have a twin-tube readout. Introduce xAOD::MdtTwinDriftCircle EDM to properly map the 2D local position & also to add the tdc/adc information of the second fired channel.
