disable L1Calo CPM monitoring in runs from 480893 onwards (CPM was turned off)

Will Buttinger requested to merge will/athena:24.0-disableCPMMonitoring into 24.0

Disabling is done based on detector mask to check which parts of the legacy system are still included, which is a more robust way than using the run numbers.
