AthenaPython+DataQualityUtils: remove python wrapper of ITHistSvc

Remove the python wrapper of the ITHistSvc bindings. The tests were disabled and consequently the code stopped working a long time ago. I spent some time trying to fix it but then gave up.

The only place where the Python bindings are used are in the DQPostProcessingAlg, which already made use of the real C++ interface rather than the pythonized version.
