Alternative sTGC As Built Model

An ongoing effort is to derive an internal alignment for the sTGCs from collision data. In order to have a simplified way of applying the derived corrections this MR introduces the corresponding model to correct the data for the derived internal alignment, rather than feeding them through the existing as-built infrastructure. For now, it is only used for local testing and not running in any production job. cc @itrigger @jojungge
