[TrigEgamma] Reducing the number of monitoring histos and fix bootstrap efficiences for photon ringer chains

This MR request is the first round for a tidy up in the TrigEgammaMonitoring, towards to efficiently reduce the number of histograms produced in monitoring.

Summary:

  • (1) - Simple logic to show in the output file distribution/efficiencies/resolution plots in function of data type (MC/data);
  • (2) - Selecting chains to be monitored depending on the jobs (data taking /validation);
  • (3) - Computing efficiencies for prescaled photon ringer chains using bootstrap mechanism;

In the future a new MR will be sent to reorganize the mongroups for each type of job, and one more review of the plots that should be displayed.
