Add hard scatter GNN vertex selection tool - HSGN2

Note: The same MR for 24.0 ( !73655 (merged) ) has already been reviewed and merged, but needed a separate MR because the sweep failed

This MR is associated with the new algorithm, based on the adoption of graph neural networks, named HSGN2 (adapted from SALT framework) with aims at improving the efficiency of selecting the correct Hard Scatter vertex in the collisions.
