Use conditions data to map measurements to Acts GeometryIdentifiers.

Goetz Gaycken requested to merge goetz/athena:main_simplify_mapping_from_acts_geoid_to_measurements into main

This avoids to have to recreate the mapping whenever it is needed.

Also changed measurement range registry from ordered vector to an unordered map (simplified changes; should have beneficial cpu impact at a slightly higher memory budget)
