Track selections for b-tagging upgrade studies

This MR modifies the DIPS_LOOSE_UPGRADE track selection to bring it up to date with the track selections used for the latest Run 4 GN2 training.

The change in the TDD was implemented as a fix to infinities appearing in the final h5 files due to a double to float16 conversion, this MR finally aligns Athena to this change.

The cuts implemented are placed at significantly high values only appearing in highly pathological and rare tracks, well beyond any realistic expected range. Because of this, these changes are not expected to significantly affect the Run 4 taggers already using this cut.
