jFEX jet seed threshold implementation

This MR adds menu parameters and algorithm logic to introduce jFEX jet seed thresholds. Values of these thresholds are set such that the actual behavior is left unchanged for now to facilitate deployment to P1: the corresponding jFEX firmware feature has been added in jFEX v6.2.0 which is pending validation & deployment (the former requiring this simulation update). As the new parameters' values leave the behavior unchanged the deployment of a new Athena/DetCommon release to P1 does not mutually depend on a deployment of jFEX FW and associated online SW, but can happen in decoupled stages (Athena/DetCommon -> firmware/online SW -> future Athena patch changing parameter values to effectively enable seed thresholding).

Physics wise this change is targeted at further reducing residual jet duplication cases where one physical jet turns into two jFEX jets due to the seed / seed exclusion window being smaller than the final jet radius.
