Add Space Point pass-through to EFTracking FPGA chain
This MR adds SpacePoint pass-through code for the EF Tracking FPGA pass to the ITK Reconstruction chain.
This chain is the groundwork of the FPGA chain and is under active development. Therefore, it may not be fully functional and includes experimental features.
This package is a standalone WIP, and this MR will not affect production and validation workflow.
