Don't allow configuration of the new MinBiasPixel collection

Mark Sutton requested to merge sutt/athena:pix3 into 24.0

Due to an issue in the configuration where it attempts to create all classes, even those not actually required by the configuration, including the option to create this collection, requires a change to the EDM, which then requires the collection, so we simply remove the option until it is really needed.

Hopefully circumvents ATR-30109.
