TrigCaloRec: Separate monitoring algorithm

Following from !73946 (merged), separated out the monitoring-related parts of the trigger calorimeter cluster monitoring so that the offline CaloClusterMaker can be reused. The new monitoring algorithm has variables to control the interval at which the clusters are monitored, and an additional factor on top of that to reduce the number of times cell-related variables are monitored (which is a rather more costly operation).

Included the possibility (disabled by default) to configure the trigger calorimeter reconstruction in this way, for preliminary testing.
