Add new MinBias tracking instance for trigger

Add the instance to run the new MinBias Tracking pixel only tracking. Currently, this just runs an identical copy of the MinBias tracking but is needed for the infrastructure to allow the tracking instance to be tuned. Partly addresses ATR-29849.

This adds a new tracking collection and changes the output for some chains, which will break the frozen Tier 0, but this is what is needed.
