Move IMagFieldSvc.h under G4Atlas. As used only by it

Move IMagFieldSvc.h under G4Atlas.

As used only by it.

Offline / Online we should be just using the Cond Objects .

This also means that we can drop the relevant Interfaces package.

Additionally note that already due to !74214 (merged) the MagFieldUtils do not depend on Geant4 (or CLHEP) so we should not need to link against the bigLibrary.
