Downgrading WARNING to INFO in LuminosityCondAlg
This MR downgrades two warning messages in LuminosityCondAlg as part of the effort to reduce the number of long-standing ignored warnings. As can be seen in the ticket there are a number of suggestions for improving the monitoring of cases like this, which can be revisited in later discussions.
