PileupReweighting: add MC23e common mu profile and preliminary data24 ilumicalc/actual mu

Hello,

This MR adds support for the MC23e campaign in AutoconfigurePRW. The common mu profile for MC23e has been prepared at ATLASG-2786. For data24, the preliminary ilumicalc and actual mu files from the first GRL have been added (as a placeholder, to be updated).

This will be needed for MC23e PHYSLITE production.
