MuonR4 - Compactify the twin tube mapping format

Refine theTwinTubeMap. Instead of a one by one pairing of the Identifiers, the mapping is established via hedgehog cards. Likewise, the Mezzanine cards, the Hedgehog cards cover 24 tubes at once. The software implementation reflects which pins on the card a connected with each and also allow for card specific signal time delays.
