FPGATrackSim: Enable TrackStatePrinter by argument
This will allow the configuration of TrackStatePrinter in the FPGATrackSim chain based on input argument.
With this, the default debugging messages are suppressed (helping among others with issues in error interpretations in CI e.g. !73978 (comment 8470621))
