Re-unify HI and pp L1 menu inputs
Follows up !73539 (merged) by defining the HI L1 inputs as an import of the pp file, which could if needed be overwritten if changes are desired. For the moment, it is easier for L1Topo to manage with a single set of firmware that supports both menus.
Confirmed that the L1TopoConverter test finds the two L1 menus to be identical.
Also moved the definition of remapThresholds into the pp Physics inputs file, to avoid redefining it 3x
