Adjust digiSteeringConf for Run4 TrtTestsART
Follow up to !67052 (merged)
PU200 tests run with unfiltered MinBias HITS so StandardSignalOnlyTruth should be used.
PU0 test doesn't need any explicit digiSteeringConf.
