Introduction of separate RPD & ZDC decoding errors

We are in the process of splitting the reconstruction of the ZDC and RPD and allowing a missing data packet for one not affect the other. This MR is the first step along that path, introducing the errors in the EventInfo that can be detected by the separate reconstruction tools.
