Change the way jJ TOBs are displayed in the region where endcap and FCAL overlap

In the region 3.1 < |eta| < 3.2 the endcap and forward calorimeters overlap. This leads to some unintuitive behavior of the jJ TOB maps in this region, especially in combination with jets being entered into the histogram twice to fake a coarser phi binning.

In this new version the 3.1 to 3.2 eta bin is split in two, with the more central part being filled with jets seeded on EMEC and the more forward part with jets seeded from FCAL layer 1. This should make the monitoring plots more legible.
