Configure explicitly TRT tools for a few TRT algorithms

Several TRT algorithms were using default instances of TRT tools, in particular the TRT_DriftFunctionTool which has a non-trivial default configuration https://gitlab.cern.ch/atlas/athena/-/blob/24.0/InnerDetector/InDetConfig/python/TRT_DriftFunctionToolConfig.py?ref_type=heads#L6

Explicitly configuring those tools here.
