FlavorTagDiscriminants: Explicitly lock decorations we produce

Scott Snyder requested to merge ssnyder/athena:lockDecor.FlavorTagDiscriminants-20241004 into 24.0

The decorations produced by JetTagConditionalDecoratorAlg and BTagConditionalDecoratorAlg need to be locked, otherwise they may not be copied when making views.
