Draft: Implementation of small-R and large-R HI jet triggers (ATR-30103)

• Added functionality for R=0.2 jets for UCC and jet triggers.
• Currently, decisions for 0.4 jets are made from the HLT_AntiKt2HI jet collection.
• It also breaks the mu+jet dR triggers, so they are temporarily removed.
