Clean-up of PartPropSvc configuration

John Derek Chapman requested to merge jchapman/athena:PartPropSvc_part1_main into main

Adding a Cfg method for PartPropSvc (located in AthenaServices).

Updated clients that were already configuring PartPropSvc to use the new Cfg method and ensured that they have a ServiceHandle if this was missing.

Also moved the headers of a couple of Algorithms in ISF_FastCaloSimParameterization (one of which was a PartPropSvc client) to the src directory.
