MCTruthAlgs: Clean-up deprecated syntax and drop creation of extra library

This package was creating an intermediate library which was only used by the component library also created in this package. As the package only contains a single component the two library have been merged. Also cleaned-up deprecated syntax related to PartPropSvc.
