Update TestDefaults before Reconstruction Test updates

  • Update TestDefaults.py MC21 files to MC23, and updates to small number of dependent tests.
  • Add files to TestDefaults.py that were previously hardcoded in Reconstruction tests, in anticipation for using TestDefaults.py directly.

This MR is split off of the larger !74456 (merged) for modularity.
