Add test message in ITkStripCabling

Add test message to help @dtorresa and @carquin . The message prints out all the possible wafer identifiers for the ITk and the cabling data entries.

After building , can be run with

~/build/InnerDetector/InDetDetDescr/ITkStripCabling/test-bin/ITkStripCablingAlg_test.exe -l message
