CPAlgorithms: add StreamEVGEN to AsgCutBookkeeperAlg

Allow StreamEVGEN to be passed to AsgCutBookkeeperAlg, effectively enabling running this and the PMGTruthWeightAlg to run on TRUTHx derivations.
