ATR-30253: fix HF monitoring for HI menu

Stefanie Morgenstern requested to merge shanisch/athena:ATR-30253_HFmonHI into 24.0

A list of ZDC items was added for HF monitoring for the HI menu in !74828 (merged), overwriting the list of HF monitored items for other menus. Instead of overwriting the standard list it shall be extended with the ZDC items when the HI menu is used. To facilitate this during HI and pp-ref data-taking CTP will be configured such that the total number of items for HF monitoring is doubled from 8 to 16.
