DetDescrConverter: add detStore helper and AthMessaging

This is similar to !74984 (merged) and adds a few helpers to the DetDescrConverter base class:

  • detStore() for accessing the detector store
  • derive from AthMessaging

Requires fixes to IdDictDetDescrCnv and HGTD_IdCnv to remove the duplicate AthMessaging inheritance.
