ACTS TF: Remove chi2 cut from seed refit KF

The goal of the seed refit is to process all seeds and find parameters which match which match the measurements as good as possible. Right now this is not the case since we cut on the chi2. This is relaxed in this MR by setting the max chi2 to inf.
