ACTS TF: Deduplicate seeds only after track selection

Currently we skip duplicate seeds for tracks which do not make the selection requirement. This can lead to inefficiencies which is undesired. We choose to potentially run the finding on more seeds and recover tracks over a slight CPU improvement.
